Management Caucus

The Management Caucus is a collaborative forum where transit agency leaders come together to share insights, and resources to address challenges in forming and maintaining labor-management partnerships. Focused on strengthening workforce development, improving operations, and deepening labor-management partnerships, the caucus fosters peer learning and collective problem-solving ideas and solutions generating ideas and results that support effective leadership, workforce development and overall improvement.

The Management Caucus has been working closely with Steve Jovel, Operations Manager for Workforce Development at the Santa Clara Valley Transportation Authority (SCVTA) and management co-director of the Joint Workforce Investment (JWI) partnership, to develop this year's first statewide virtual Management Caucus meeting. Tentatively scheduled for late August, potential discussion topics include how partnerships are documenting mentor activities and outcomes, what metrics should be measured—and how to ensure that data collection supports rather than undermines trust—and strategies for strengthening collaboration and trust within labor-management partnerships.

-CTW was asked by ATU Local 1277 and the management staff of LA Metro to conduct an independent survey of the agency to help answer the question of what they were hoping to achieve with their newly founded Labor/Management Partnership – FMAP. Robert Hannibal, and Rich Hibbs met with all levels of the organization and after received candid responses to a series of prepared questions for maintenance workers, bus operators, supervisor/dispatchers, and executive managers. A final report was delivered to the ATLAS partnership.

High energy and inspiring stories highlighted the "Mentors In Motion 2025: Inspiring Each Other and Building Community" annual conference in Monterey, California! We were honored to have ATU International President John Costa deliver a stirring opening speech and spend the entire day attending sessions alongside more than 300 conference participants. The conference featured a wide range of workshops, discussions, and networking opportunities, including management breakout sessions hosted by the Management Caucus that created space for managers and partnership leaders to share challenges, strategies, and best practices from across California's transit labor-management partnerships.
